    Get PHPBB (http://www.phpbb.com/) for the forum part. Thou it will require some skill to install and configure.

    For the website part id go with Dreamweaver , powerfull and easy to use.

    I think for the website building tools you should go for Dreamweaver, because it has a lot to offer, is very user friendly, and you are able to download a free trial of it. Although for the forums i would suggest invisionfree.com. i know it is not what you wanted but you could add a link to your forums from their site, plus they give the best free package there is to be given. = ) Hopefully i helped you find the answer to your question
